Downloaded Locomotives on TS2014

How do you get downloaded locomotives and cars to show up on the available list of locomotives, cars & consists for use in Editing a Scenario?
Does it only display locomotives acquired through Steam?
Can Car Consists be Modified for the Existing Scenarios?

You need to have the provider checked off in the upper right flyout for them to show up. Left click on the little blue box on the left side on the right flyout will appear. To answer you other question. Substituting in free roam scenarios is easy. If you try it in a defined one you have to make sure the rolling stock number stays the same or it will mess up the scenario. If you want to experiment with this I suggest that you make a clone of the scenario before attempting it so if you mess up you still have the original.
