Someone who just bought the game should get the old routes: Fort Kent, Portland Terminal, and even Rascal & Cottonwood and Colton Northern. They're all below 10$ (50% to 75% rebate) and they come with tons of scenarios, and there are tons of other scenarios available. I think I'm still not finished with them all.

What he said! These routes are full of switching opportunities and will keep a driver busy for a LONG time! And they're perfect for someone learning to design scenarios. They don't have to be huge, but they can be made very fun. !!*ok*!!

I took advantage of the sale and got three of Rich's routes - Rascal & Cottonwood, Colton & Northern, and Ohio Steel 2 - all for less than the normal price of one of those alone. Was reviewing my DLC through the Steam client and found a pleasant surprise in the DLC list - CN SD40-2 set and the NS SD40-2 High hood set! I'm not sure which routes those were bundled with but it made the pickup all the more enjoyable.
