It is cleverly hidden.
On the screen when you start the game, on the top right you will see "Settings".
Click on that and then click on "Tools", then "Manuals".
An explorer window will open. Choose your language (example: EN for english) then you will see all manuals.
Scroll down to "TS2014 User Manual" and open this.

The manual isn't the only source of information, there are tutorial scenarios in the game that will teach you how to drive a train.
Go back to the main menu, then choose "Drive", then "Tutorials".

The "Manuals" button in the tools menu only works if you run TS2014 in a window. It is not clickable if you run TS2014 full screen.

The default install location for all of the TS2014 manuals is ...\Steam\steamapps\common\railworks\Manuals\

They are in PDF format. If you think you may be referring to the manuals a lot, it may be a good idea to put a shortcut to the appropriate folder on your desktop for quick access.

I actually have two Railworks folder shortcuts on my desktop. One is for the manuals like Crimson suggested, and one to "Utilities" (found in the same Railworks folder structure) where you will find Package Manager, needed to install .rwp/ .rpk files. !!*ok*!!

I find the manuals the following way: Use Windows Explorer. Go to your Hard Drive "C". Then to Program 86 files; Steam; Steam Apps; Common; Railworks; Manuals, EN (for English - choose another language if you want); Manuals; then choose the one you want. You will of course have only those that you have the rights to Hope this Helps.
