F59 Brakes Fixed

I was running Pacific Surfliner today and noticed that the brakes were working better. I ran a couple of scenarios and they were the same in both. They are slower to activate and faster to release. Much better and more controllable. Also, they don't lock up unless they are put into emergency. They can be held for quite a long time and released and they start releasing almost right away. I was pleasantly surprised at the change.
Looks like RSC heard our cries!!!!

PS: I did a file verify yesterday so maybe that did it.
