Trouble in the mountains!

OK I am in need of a tech. All of a sudden I cannot run a .rwp file on my computer. I down loaded the WillamettPass_(1)_.rwp file and tried to install it into RW2012 and I get an error saying that windows cannot open that extension and sends me off to the internet to buy a reg cleaner! The only down loads in the last week came from Microsoft and Steam. So I bit and purchased a IObit reg. clean and repair program and after it "cleaned and repaired" my registry nothing changed! I have in the past installed approximately 25 add-ons for RailWorks with the .rwp extension with out any problems. I tried one of the 2 week old .rwp files "BN Circles" that I had successfully installed a week ago and it would not work ether! So does anybody have any ideas? Thank you for any help with this mess. To install a rwp file:
Lauch the game (splash screen) | select Package Manager (tab) | click on Install (buttom) and then browse to the folder where the rwp is placed in.

That's the recipe, but my Package Manager is not working since a long time... don't know when and what caused the problem, but I don't care because I use to install rwp files manually.

Ken, it sounds like Windows is somehow corrupted. I suggest "CCleaner" http://www.piriform.com/ccleaner/download Just use the cleaner. Now, do you have an anti virus program? If so, run it. I also suggest running Malwarebytes:
