Do you not have the nVidia icon in your desktop right-click menu? Also, do you have the nVidia Capture Server Proxy enabled in your Task Manager Startup routine?

I just had a look on my computer and I also see that I have no Nvidia Control Panel. I think that something got screwed up in the latest Nvidia Driver 381.65 which I installed on the 6th March. Went down and looked in the programs menu under the start button and opened up the Nvidia Folder and click on the Nvidia Experience icon and it installed that which should of auto installed as I select express installation. Installed that but now have the Control Panel showing when I right click on it under the show hidden icons icon on the task bar, starts running the control panel but comes up with the message Nvidia Control Panel has stopped working.
Reinstalling the drivers fixes the problem. To do that open Geforce Experience and in the upper right hand corner below the words check for updates, click on the 3 dots below it and the reinstall drivers icon pops up, click on that to reinstall drivers.

It's fixed now and can get into Nvidia Control Panel to setup the 3D Settings for Railworks.

That's because when you "reset" Windows 10 they remove most if not all drivers etc.
Windows 10 doesn't show a driver change in Programs and Features, unless you manually download a new driver from Nvidia and install it yourself.
If there is no NCP, then the reset almost certainly removed the driver, even it other areas show it being installed.
This cute little fubar of Win 10, is how I know when they update drivers without my say so. IE I look in the control panel for the driver version, rather than the Programs and Features list, which is a highly unreliable source of info now.
In Windows 10, Programs and Features doesn't always show the current program or driver info like it used to. A person has to go into Nvidia CP and go to System info, or look in the device manager for other things like driver type and version.
You'd be surprised how often a person thinks they have the latest driver for some component, as listed in the Programs and Features list, but in the device manager it will show a generic MS driver has been installed, or reinstalled.

I don't think that is kind of correct. I manually update my drivers and had the same issue as the op. Read my post above. As you can see I reinstalled the Nvidia driver and it fixed the issue.

I mentioned the possible fix above as I too had the issue with the latest drivers. However, upon enabling "nVidia Capture Server Proxy" in the startup routine (I had previously disabled it thinking it not necessary), the nVidia menu returned without a scratch.

I had the same issue, lost the control panel. I found that if I went to (system Drive)/Program Files/NVIDIA Corporation/Control Panel Client/nvcplui.exe and it launched from there. I put a copy of the .exe into the startup folder it now launches at system startup. I reinstalled the latest NVIDIA driver first and it did not work. I think it just lost the path to the exe. on update.

Good to know about this tip and if that happen to me again and will make a copy of exe file in Startup Folder in Windows 10 soon. I better not forget about this.
