The motherboard doesn't say how many PCI-E slots it has. From the pic it looks like 1?

The video card is going to take up two slots and you'll need another for the sound card. That's at least 3 PCI-E slots you need.

That Asrock board has four channels for RAM and the main PCIE slot is setup higher than normal above the others so you should have all your PCIE slots available.
The CPU is a non "K" model so no overclocking.
The motherboard is a H model chipset so no overclocking.

That's a good build. I'd like to see another 100watts added to the PSU unit's specs, ie 600 - 650watts.

There are lots of tutorials on the web how to build a PC.
Look for youtube videos on how to assemble/build a Haswell PC

Check the standard cooler that comes with that cpu, and it will show you how much thermal paste to apply to your add-on cooler.

You might want to change the RAM to Corsair Low Profile RAM. Those EVO 212 coolers are great, I have one, but they don't have room on most Motherboards for the RAM with large heat sinks.
Large heat sinks on RAM are pretty useless and most CPU coolers make for a tight fit with finned RAM.

The only change other than low profile RAM that I would make is a K series i5 like this. It looks like a really nice build just as it is.

Excellent.
There's only one thing left I would pick different.
leave your choices alone now but consider this RAM. It has a higher rating, is faster (native speed of the CPU controller you picked) and has low profile heat sinking.
This RAM is also slightly cheaper. That being said, your RAM choice is a good one.
I also can personally vouch for this particular RAM, I use this same kit myself. I've put on thousands of hours of simming with no issues.

For some reason, I forgot the operating system.

I was looking for Win8.1 64bit preferably. I see system builder versions on Amazon and a full version as well. My question is what is the difference between them?

(Anyone who mentions Windows 10, will be shot.)

No I don't think that it restricts you in any way:

With windows 7 OEM the license is tied to the first motherboard it's installed on.
With Windows 8.1 you can move it to another build when you are done with this one , but only one computer at a time.
With Windows 8.1 you can change all the hardware you want including the motherboard.

MS says:

Can be transferred to new hardware, if removed from the prior PC.

and it could certainly be used if you changed the motherboard.
