Unfortunately you may have to uninstall RailWorks, and possibly Steam, and reinstall it from scratch. See this link for a little more info on that error.

I would also recommend downloading, installing and running
CCleaner after uninstalling (
Run both the Cleaner and Registry options). After running CCleaner, reboot the computer.
Others may pop in with other ideas and/or suggestions so don't run out and do this right off. Maybe wait and see what others have to say.
Edit 1: If you install and run CCleaner, just run it with the default settings for now (
you can tweak it later if you want). When you run the Registry scan, before you clean anything CCleaner will ask if you want to back up the registry. Sat yes.
