I never look at frame rates. The frame rates that you see are what the cpu has delivered to the video card which then processes and interpolates the data it receives and displays it on the monitor.
That fps figure is only a guide it is NOT the number of frames actually being displayed on the monitor (although it can be). A better value (extremely difficult to measure live can use NVidia FCAT Frame Capture Analysis Tool) is the frame dwell times and you are aiming for 99+% of all frames to have a dwell time of 20 milliseconds and no frame dwell time over 50 milliseconds. The 20 ms figure represents a frame rate of 50 fps at the monitor level (not 50 fps displayed by TS2015, FRAPS or bandicam which is at the cpu/gpu level).
On some routes and scenarios my Bandicam FPS is displayed as 20 fps but the video playback is smooth with very few stutters - others its around 40 - 60 on a 144Hz Gsync Monitor again smooth with only known tile boundary stutters.
My advice forget fps but concentrate on smooth, jagged free, stutter free (almost) playback on your monitor. FPS is only a guide to show if something is amiss so you can have 20 fps which is smooth (great) and 60 fps which is full of stuttering (Oops) depending on your settings and hardware. So if you are getting 60 fps with stuttering - something is not quite right with your set up and you may need to tweak a setting or two and your hardware seems adequate. However, on the other hand if say you see 20fps with stuttering you would suspect that your hardware as well as drivers, and software are possibly not optimal.
