Yes but wouldn't a route be more enjoyable with more then 3 scenarios? I'm not taking away from the route design time but trust me there is a lot of DLC that I don't buy simply due to the lack of scenarios. 20 bucks for 2-3hours of original play time doesn't really sound like a good deal to me.
Oh and if its a problem of time, release the routes a few days later so you can add a couple more hours of gameplay.
