RSDL is fine. Out of the country users can obtain it via the CN SD40-2W Pack.

Sorry guys, I can't get this pack uploaded this week. I calculated the time it would probably take and I figured it would take 9.17 hours to complete! !**duh*!!

I can confirm that the CN SD40-2W comes with the necessary rolling stock. I just bought it and installed the repaints. It's on sale for 50% off ($6.49).
