I loaded the CN geo file but the number boards are still missing?

Never mind. I was sure I had exited and re-loaded the game after first switching to the CN geo, but when I loaded it just now to take a picture for you, it was working, sorry!

You have to remember to put the locomotive roster number in yourself on the EL GP9, as the original model only has 3 digits, and EL locos have 4, then, they will show up on the numberboard.
