Sherman Hill ES44 horn

Why has railworks not fixed the horn on the Sherman Hill ES44? I have verified my game cache dozens of times, and it never helps. I also have the horn mega pack, but it no longer works on the ES44 on Sherman Hill. I copy the wav files and add the proxy.xml file for that locomotive and I still end up with the same sick sounding horn. Any advise??
