The people are bound to a lofted path, just like the cars are. So it's no so much the people's fault as it is the route creator for not ending the path shy of the tracks.
Makes me wonder though if you could place a simple level crossing on the people-path like you can on the roads, sink it below the ground, and have the Peeps stop when the train goes by.

Nothing prevents us for using people assets on a road ribbon to do this.

Taking this a little further ... would it be possible to have workmen move about a yard area, say from one switch stand or stopping place to another? I've pretty much stopped placing stationary workers, even where they would make sense for a brief time.

My experience with the people ribbons is not all that much different from highways. In the blueprint or bin, you can specify how many people to walk, the speed they walk, and even choose which people to do it. But, I think they spawn and disappear at the end of the ribbon. Who knows though, if you play around with it there may be a setting there that will allow for a person to simply walk from one point to another continuously. I had no idea you could make two lanes of traffic go in the same direction and have faster cars pass slower ones until I got bored and played with the traffic BP's for a few hours.

Can "people ribbons" be added at the scenario editing level?
Looks like a good topic for an Engine Driver tutorial.
