Missing Gravel Hopper

I am missing a "Gravel Hopper" when trying to do the Gravel Run Scenario on IIR OVRII-011-61from Terry Eshom,
Any ideas?

OVS Rails has a number of repaints for download. They are currently down from a computer virus, but here is their website. You can download Terry's reskins there.
