Best thing I can suggest is to uninstall, then reinstall the Steam client. Before you do that, copy your "steamapps" folder to your desktop. Then uninstall, and reinstall Steam. I'm seeing this all over a lot of websites. Last Steam update messed things up. You should reinstall Steam every 6 months anyways. But that "steamapps" folder, that has all your games. Just paste that back into Steam, may want to verify files, but you don't have to download anything again.
Does Task Manager show any other programs running in the back ground? And what Processes does Task Manager show running? What is new you installed before this happened? Something is eating up your CPU cycles to have stuttering.
