GWR 5600 cylinder cocks

I've read the manual, I've searched this forum, I've tried running the introductory scenario. Both manual and scenario stress the fact that this loco locomotive will not move until its cylinder cocks are open, but neither the manual nor the scenario tell how to accomplish this. Once you stop laughing at such ignorance, someone please tell me the trick involved?

So if keyboard C opens the cylinder cocks, what closes them? Why RSC treats this as top-secret information is beyond me.
