Unusual dll error

When I launch TS 2013 from Steam, I'm getting this ridiculous error message saying "The program can't start because InterProcessCommunication.dll is missing from your computer. try reinstalling the program to fix this problem". A Google search suggests that this is a programming term, but installing visual basic runtime libraries, and the dotnetfx package has failed to correct the problem.

I probably should note that I am running Windows 7 64 bit, which I have only installed in the last few days. Has anyone else here had this error message?

Is Win 7 up to date, including service pack 1? usually will take a few days for Windows Update to tell you updates are available, depending on how you have Automatic Updates set up.

According to system info, version 6.1.7601 SP1 is installed. So it looks as though it is up to date.

Turns out that the CD install didn't copy the .dll file into the folder where the other .dlls are. However, I managed to locate the file after rummaging through an old TS 2012 install.
