It would seem that the on the front truck that one of the wheels isn't turning at all. Anyone else noticed?

No, but that wouldn't be unique to the Challenger - I believe the SP cab forward has a similar issue and the now withdrawn V2 addon tender wheels didn't rotate either. One bogie of the Electrostar multiple unit supplied with the London-Brighton route also had this problem to begin with but it appears to have been mended by RSC
