Missing Rolling Stock

I have a problem with my new scenarios. Most of the new ones that i installed are missing the rolling stock. The Digging the pass scenario with the Dash 9s are missing the locomotives. Also the scenarios with the Sd-70s are missing the sd-70s. i have installed all of these locomotives but they are not appearing in the scenarios to drive with. i have spent weeks trying to fix this but i can't find a solution. i still get the missing rolling stock error message. what do i do?

Check the scenarios with RW-Tools. Post the report here.

it won't let me do it it gives me error number 9

Are you running windows7? If you are you need to run RW Tools as administrator. Hope that helps.

yes im running 7 but its still doing it
