You must own the payware RSC SD70Pack01 available as download content from Steam in order to use this file.

Unpack the NS-NYC_SD70.rwp to a temp location. Add the NS-NYC_SD70.rwp to your RW install using the package manager.
Locate the SD70ACE NS1 folder in your Railworks install. C:\Program Files (x86)\Steam\steamapps\common\railworks\Assets\RSC\SD70Pack01\RailVehicles\Diesel\SD70ACE\NS1. Copy the ‘SD70ACe_Default.GeoPcDx’ from the Engine folder and copy the ‘sd70cab.GeoPcDx’ from the Cabview folder. Paste the ‘SD70ACe_Default.GeoPcDx’ to the NS-NYC Engine folder. C:\Program Files (x86)\Steam\steamapps\common\railworks\Assets\RSC\SD70Pack01\RailVehicles\Diesel\SD70ACE\NS-NYC Engine folder and the ‘sd70cab.GeoPcDx’ in the NS-NYC Cabview folder.
Did you follow the installation instructions?
The loco not showing up in scenarios is usually due to a missing .GeoPcDx file
To use this add-on in a scenario, you must first enable (check box) the SD70Pack01 under the RSC category in the object filter fly-out box.
