NEC Hudson Tunnels

In any scenario on every attempt my train coming from Newark enters the Hudson Tunnel into NYC Penn Station on a red over white signal aspect.
Before and in the tunnel it is the normal ABS.
According to RSC's NEC signalling guide this aspect means "STOP and Proceed (on sight)".

Is this really Amtrak's standard mode of operation entering NYC?

Why is that? I assume the signalling is faulty but how can it be corrected?

Also, why don't I get an AWS warning or forced ATC brake application when overrunning a red or exceeding the speed indicated by the CCS?

ABS = Automatic Block Signalling
AWS = Advance Warning System?
ATC = Automatic Train Control, which offers greater control over ATS = Automatic Train Stop?
CCS = Continuous Cab Signalling
