On my laptop, when it boots up, Steam always starts automatically. You have to have connected and logged on to Steam at least once to do this. So now, when Steam starts, sees no internet connection, but it tries to log in anyways, it will ask if I want to continue in offline mode. Click Continue or Cancel.
On my main desktop PC, Steam is always running, as is the PC. Only when I do a reboot, like after a Windows Update or program install does Steam ever shut down then restart.

You should only have to connect one time with the laptop online, to establish that you are the owner of whatever Steam product is on the laptop. Once you have connected one time, next time it should work as I said. Start Steam, it should be in "log me in automatically" mode, it will find no Internet and ask if you want to continue offline. But you have to connect at least once online with that lappy.
You should also get a cooler, I got one at Big Lots for $5.99 and it works great. My Alienware Area 51 gets hot enough to roast hot dogs on!

What I do is once you log in on line go into steam icon tick on it and go to steam and tick on start in offline and it should play off line. it will have a big red X instead of the rw splash screen with I think the new gg1 now. to go back on line you have to go back in the steam icon and tick steam tick on go online and there you go. you might have to give it a sec before it comes up.I have found out that not doing this does something to the offline mode. Once you go into offline mode you should be ok except you will have no updates. hope this helps.

ps you have to be online at least once at the start for this to work.

Also if you can connect to the internet via wi-fi. Most McDonalds have free wi-fi and if you had to you could set it there. When I used to have a working laptop I'd often use it at McDonalds with their wi-fi.
