Anybody know how to get this program to work with win 7.

Try one of these options. Should get it to run.

Right click on shortcut > Run as Administrator.

OR

Right Click on shortcut > properties > Compatibility Mode > Windows XP (SP3).

Thank You, it still just says looking for BIL data / then done. In the terrain files I downloaded should there be bil files?
