Kev, did you reinstall RW or did you reinstall Win 7?
Reinstalling RW won't fix your problems. Windows has a problem. Take a deep breath, do this.
Put the Win 7 disk in your DVD drive. Reboot, go into BIOS and set the boot drive to the DVD. Boot to the Win 7 disk. Tell it to install Windows. Don't freak. Windows will stop when it sees that Win 7 is already installed. It will ask what you want to do? Tell it to repair the existing installation of Windows. Gonna take a while, but this will fix Windows. All your files, folders and programs should stay intact. I have done this several times with Win 7, seems like every 6 months I have to do this. Hope this helps.
