Use an external drive and copy the contents of your "steamapps" folder. That has all your Steam games in it. Then once you reinstall Steam, just paste that folder back over. I also keep a copy of third party downloads in a folder in Documents, just in case the get FUBAR'ed in the next update.
You could also take the existing hard drive out of your current PC and install it into the new PC, use Windows Exploerer to get all the programs off that you want. Then you can wipe that old drive and sell that old PC. Or give it to the wife/ kids.
