Steam will only re-download vanilla Railworks and any addons you've bought through Steam. Any third party repaints or other addons you'll have to reinstall yourself. This is why I keep an entire archive of everything I've ever downloaded for RW on an external hard drive.

However I have heard that you can save a copy of your Railworks folder as it is now on an external drive and when you reinstall Steam and Railworks on your new computer, you can simply copy and paste your saved Railworks folder into place. Never tried it myself though.

Use an external drive and copy the contents of your "steamapps" folder. That has all your Steam games in it. Then once you reinstall Steam, just paste that folder back over. I also keep a copy of third party downloads in a folder in Documents, just in case the get FUBAR'ed in the next update.

You could also take the existing hard drive out of your current PC and install it into the new PC, use Windows Exploerer to get all the programs off that you want. Then you can wipe that old drive and sell that old PC. Or give it to the wife/ kids.

The other advice is correct, steam only knows about what you have purchased so to speak...so that's all you get on the new device.

Steam has a backup/restore function - I've used it to go from one computer to another and it worked ok - in that it all get's backed up "as is".

Under the Steam Client - click on "Steam" on the top menu bar - then select "backup and restore" games.

Follow your nose from there ... I back up to a NAS and have used it to go from PC to my MAC to align "my local" version of the game.

Hope that helps.

Copy the entire Steam folder to a backup drive. Once your new system is up and operating properly, copy the entire Steam folder to the new system. Open the newly copied folder, find steam.exe and run it. After a login request and some setup bits, you will have everything as it was before.
