Speed Limits

I seem to be missing something here, so I want to see if anyone has any words of wisdom on the subject...

I've set speed limits on my route for particular sections of track. In one particular section, i've set the speed limits at 40mph primary speed, and 25 mph secondary. As I understand it, when given a clear indication on this section of track, trains can move at maximum speed of 40mph. Anything more restrictive, such as an approach indication, would be 25mph. However, the maximum speed allowed in-game is never more than 25mph, even with no other traffic on the line and clear signals.

Am I misunderstanding the way that signals work in Railworks? Should I be simply setting the maximum speeds for the track and leaving the secondary speed blank?

The way I understand the speedlimits is that the secondary speedlimit of each section is for freight and the primary for passenger.

If you assign lets say "stopping passenger" to a train in the scenario editor it will always behave according to the primary speed limit.
If you assign "high-speed freight" it will behave according to the secondary.

Ahh, I see. Then I need to go back and change the primary and secondary speeds to be the same (40/40). There are no passenger operations on this line.

On my main lines, I set both at 70, however, I am not certain if my AI trains ever achieve that speed. They do seem to get on up the track, when I can get them to leave the yard! I guess I need to time them. Sorta reminds me of a major vehicle accident I went to photograph in my newspaper days. . .I asked the Louisiana State Trooper what he thought the cause of the accident might be and he replied, "excessive speed without a doubt". Upon questioning him further as to how he came up with that theory he said, and I quote, "I drove like a #$#%%^^&^%* to get here and when I arrived he (the wrecked vehicle) was already here! Yup, got my leg pulled a lot in my early newspaper days!
