GE 6.1 cannot connect to server to download imagery data

I'm trying to get RWDecal to work for me, even though it is an old program. Apparently, it still works with Google Earth 6.1, or earlier. I obtained a copy of GE 6.1 and installed it just fine, without errors. However, when I start GE 6.1 an error message comes up indicating that the program cannot contact the imagery server. It looks like this:

Does anyone have a work-around for this issue?

The software had been retired by Google IIRC.
