English lesson 101. "How do do you turn it on" Which are you talking about? The alerter or the HEP? A complete sentence would be helpful to those trying to help.

Only way I found that it made noise was I had to shut the prime mover off with the "Z" key to hear the HEP actually start.

Since you have that sound pack and modified bin files than the HEP either is already on or it's not used at all in the sound mod. Sorry I can't be anymore help. If it was me I would ask the sound mod creator directly if how they set up the HEP sounds if they even did. The Alerter won't work either way unless it's been written in to function correctly and DTG didn't do that so it's permanently off unless someone writes a whole new script for the engine.
