It's not the loco number not showing up, but the transparent replacements for the default numbers that are missing. The intended number is hidden by those missing textures.
This is because although the correct transparent numbers are there in the folder, the file pointing to those (transparent) numbers is pointing to BM_1700 (presumably a Boston & Maine repaint)
Two ways to fix it:
1. (Quicker, but not the "purist" method) - install the correct B&M Repaint from the library (so that the transparent numbers are found by this repaint pack)
2. (More technically correct,and you will learn more doing it!) - edit the GP9_Digits.bin file as follows:
a) Go to the Engine/Textures folder and open the GP9_Digits.bin file. You will see that the path for each primarynumber includes \BM_1700\ . . . this needs to be changed on each line to the loco you are working with, e.g. CP_8546. The quickest way to make this edit is to use RW_Tools, with Find/Replace All (e.g. Find BM_1700 and Replace All with CP_8546).
b) now copy this edited GP9_Digits.bin file to each of the other locos in the pack, overwriting when prompted. Each file does not need to reference the specific loco, just one that is in this pack - all it needs to be doing is pointing to a set of GP9 numbers that have been made transparent.
Whether you choose (1) or (2) above, the missing texture errors should disappear, and you will see the intended loco number underneath
