I've downloaded the file twice, still get the same zero byte files:

Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Audio\RailVehicles\Diesel\NW2\Cab\NW_Horn.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Audio\RailVehicles\Diesel\NW2\NW2_E_Sound.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Buckeye\Buckeye_coupling.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Diesel\NW2\Default\Engine\R_WA-NW2.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Diesel\NW2\Default\Simulation\NW5_Simulation.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Freight\Flatcar_50ft\Default\50ft-load_logs.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Freight\Flatcar_50ft\Default\50ft-load_pulpwood.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Freight\Flatcar_50ft\Default\50ft-load_rail stack.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Freight\Flatcar_50ft\Default\50ft-load_timber.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Freight\Flatcar_50ft\Default\50ft-load_wrapped.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Freight\Flatcar_50ft\Default\50ft_bulkheads_rwa.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Freight\Flatcar_50ft\Default\50ft_stanchions_rwa.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Freight\Flatcar_50ft\Default\bflat-load_pipes1.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Freight\Flatcar_50ft\Default\bflat-load_pipes2.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Freight\Flatcar_50ft\Default\bflat-load_pipes3.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Freight\Gondola_52ft\Default\gondola52_gravel.xml
Assets\RailWorksAmerica\ModernUSFreight\RailVehicles\Particles\DieselExhaust.xml

Not sure if this is a problem, haven't tried using any of the rolling stock as of yet. Anyone else get this?

Those are all xml files which are not used in the Simulation. It would have been better had the up-loader deleted them before putting the package together.

Sorry Hawk, hadn't looked into this forum for it, just saw no mention of it in the official thread. Got the same message, but I could place all wagons and the loco fine in a free-roam scenario and use them. Coupled fine both in editor and in game, everything is good.
Just a bit confusing for the folks who don't know much about the RW file structure I guess. It is safe to delete the files in RW folder as all the corresponding .bin files are present. If you make an update to the pack you should do that Hawk.
