A common error.
It might be caused by one of these reasons:

Is there a way to reinstall the game? Without loseing your payware?

Difficult.
You could make a backup of your RW folder if there are some third-party products copied into.
For other third-party stuff that you've installed with the package manager, you'll need to save the .rwp files of them somewhere and then you can reinstall them after the reinstallation.
The payware from Steam will automatically reinstall with the game.

Open the Package Manager, it will display the list of installed .rwp files. Left clicking on a file name will display the tree showing what RW files are included in the .rwp.

I darn sure would go back and verify your game cache before I would start uninstalling and re installing.

Twice since I bought this sim, I have had to reinstall the Steam client to fix the stupid "SBHH" error. Just copy the "steamapps" folder to another spot on your hard drive (or a backup drive) first. That contains all your Steam game files. Paste that folder back over once the Steam client is reinstalled.
Now, if that doesn't fix SBHH, you may have to uninstall then reinstall Railworks. Hopefully, you have all the third party DLC saved somewhere, like I do in my Documents folder.

Only twice? The Steam app is the main reason I don't have RW installed. Both times I had it installed I had to repair the Steam app about every other day.
I didn't get any SBHH errors though. It just flat out wouldn't work. I'd click on the RW icon or the Steam icon and Nothing! Nada! Zilch!.
I finally just gave up.

I have had Steam for 3 years or more, with over 70 games thru Steam. Only Railworks causes an issue. Well, outside of that really stupid GFWL. Could be an underlying issue with Windows for you. How long since a clean reinstall?

It has been a while since I did a clean install of XP. Probably about 16 months. I don't think that's the issue though.
It's probably a security setting on my system or one of the junk file cleaning utilities I use. My guess is Steam uses temp files somewhere that get cleaned out, or it's trying to do something my firewall won't let it do.

I have been running the free version of AVG for two years now with the firewall turned off and by all checks have a clean computer that has never had a problem with uploads or downloads. This utility never seems to wipe out things and yet seems to get the job done. I switched to it after Norton and some other "cleaner" can't remember which one got in a fight with each other and near wiped out my hard drive.

Just want to throw my $0.02 in. This error doesn't always indicate a problem with the installed files. Like in my case it was a video utility + Win 7 SP1:

When I mentioned 'cleaner' utilities, I wasn't talking about AV programs. I was talking about CCleaner and JVPowerTools.
I know the problem isn't with AV programs because I've tried 3 or 4 different ones and it's always the same.
It's really no big deal though since the only thing I would do is create models for RW and I can do that with RailSimulator and not have to deal with Steam.

I also use CCleaner and have no problems. There must be another cause.
