It ran out of memory. Would you tell us a little about your computer? Maybe there is a easy fix.

It is a Dell OptiPlex 745 and I am running Windows 7. Don't know what else you need.

Graphics card details, CPU Details, how much ram. I see it is a pretty old computer. Maybe doesn't have the minimum specs to run TS2017.

At least an nVidia GTX 750, which is just over $100 new. Make certain to check your PC's mobo slot compatibility before purchasing though.

Yea you will need a larger power supply if you get a new graphics card, also you want to make sure the Mobo (mother board) will accept the card.
The chip sounds Like an AMD Chip, But I wouldnt be too sure about that...But it is very underpowered, you might want to invest in a larger chip. possibly a Intel core 2 duo or something around there, those do fit in the optiplex series if im correct. Also, You may want to upgrade to windows 7 64 bit. I can tell you are running windows in 32 bit mode due to the fact that you only have 3GB of your ram available to use when you have 8 on board.
So things you want to Do/get:
-New Graphics Card
-New Power Supply Unit
-Upgrade Windows to 64 Bit
-Upgrade Chip

Good catch Zack. The 32 bit windows is probably the number one culprit in that error message you got.

Try NewEgg. I have a GTX960 I'll sell you for cheap. Again make sure your mobo will accept it.

Honestly that chip will not last too long. Especially with AMD disrupting the industry with new thoughts on multi-threading. Note that Intel's next Skylake-x release will be multicore/thread like Ryzen. Also keep in mind any new chip will need windows 10 as Microsoft is locking out older chips. I think this started with Skylake months ago.
