Locos and Rolling Stock Not Available on some routes?

I was trying to put some ALCO RS11's down on the HSC route, but the button where you click to add rolling stock and/or locos is "faded", so I can't click on it. This also apply's to the NYNH route?

Anyone know how to "enable" the loco/rolling stock button in these routes?

What button are you talking about? Need more information please.

There should be a little lock on the bottom of the screen, I think it's on the right side but could be wrong, that needs to be clicked before you can place rolling stock.

Say you open the scenario editor in a Donner Pass free roam. You want to put down rolling stock. So you would click the little "loco" that's on the top right of the left fly out. That option is faded, meaning the game isn't allowing you to put locos and rolling stock down.

Yeah the lock is your issue. It's by the play button at the bottom.
