I'll second that. You may not be able to run full HD with all sliders maxed, but especially modifying the AA and Anisotropy settings can have great impact on how the game runs.
Also, maybe it isn't stuttering that you're seeing, but more an issue of an unsteady frame rate. A steady frame rate of 30 appears much smoother to one's eye than a frame rate that is higher, but frequently jumps all over the place. You might try adding the frame rate limit command line switches and see if that improves the visual experience.
To add a command line switch:
- right click on TS2015 in your Steam Library, select "Properties"
- on the "General" tab, press the "Set Launch Options..." button
- enter "-FPSLimit=30" (without the quotes). Possible values are 30 and 60. Use a setting that is below the frame rate you usually get, so if you're typically below 60 fps in the sim, use 30 for the command line).
