I suggest you do a search in your RW assets folder and see if they turn up.

Another thing you could try is too install to your desktop, then check the files to see if they are all correct, then manually place them into TS2015.

Installation

To use the models re-skin with Train Simulator you will have to read the manual and follow these instructions in order to see the re-skins in the game. This download requires the Union Pacific EMD SD45 Loco Add-On from DigitalTrainModel, available from the Steam Store.

I do not accept responsibility for any damage to your installation or your PC.

How to Install

Unzip this package to a temporary folder, e.g. C:Temp and click on SD45 Bakers Dozen Setup.exe

The installer will open and should display the path of your TrainSimulator folder If not click on the '....' button and navigate to your TrainSimulator folder in Steam. Click the 'Install to TrainSimulator 2013' button and that's it


Free Roam Test Scenario

I have included a free roam scenario to quickly check that the reskins appear in your game. You require the ‘Test track’ route from TS2012 to install this scenario. Use the ‘Package Manager’ to install the ‘SD45 Bakers Dozen Reskin Pack.rwp’ file

The content included with this pack can be used in any scenarios. You are not permitted to redistribute this pack with any scenario or route.

Have you got the right SD45, it says SD45-SP Bakers Dozen Pack in the library and then Union Pacific SD45 in the description, which one is it?????

I believe these are meant to work with the UP SD45, even though it says SP in the filename.

The simulator folders are empty on all the SD45s in this package. Copying the contents of the simulator folder from the default simulator folder to all the ones in the package should do the trick.

Yes, the folders are empty on purpose, the .exe applicator puts all the files in them automatically when you click on it, I've just done it, it only takes a minute and they are all transferred, to do it manually takes ages, there's 13 locomotives , I'm unsure what problem the OP really has, now ???

No it doesn't that is why I posted above. I found this out the other day by installing Marleymans Stone Mountain GP7. See this thread viewtopic.php?f=29&t=13947

Email I sent to marleyman and the reply.

Hi,
Foodmonsterguy over at RWA was having problems with the Stone Mountain GP7
reskin not showing up in TS2015. He was getting can't find rail vehicle
message when starting the free roam scenario. I looked at the installed
files and found that the Stone Mountain GP7 simulation folder was empty. I
copied over the ones from the default GP7 simulation folder and got it to
work.

Ah, yes, sometimes the RWTool fails and the only solution is to do just
that.

Well, I'm sorry matey, but, I've put them all into my UP SD45 in a matter of seconds using the exe.applicator, and have just gone into my UP SD45 in the DTM Folder and they are all there and every file has been transferred across in the bogies, cabview, simulation and engine folders, the Geopcdx is this one SD45_UP.GeoPcDx and I haven't done this manually, I would refuse to do that personally, for 13 locos.
You have extracted all of the files from the 7zip first, I assume?, the SD45 Bakers Dozen Reskin Pack.rwp is a scenario, can't remember the route it's for now, I just ignored it as I wasn't interested in that too much, I then just clicked on the SD45 Bakers Dozen Setup applicator, the installer will open and should display the path of your TrainSimulator 2015 folder, if not then click on the '....' button and navigate to your TrainSimulator 2015 Railworks folder manually, you'll see the black pop up box for your Windows/System32 and watch it transfer all the files across in about 30 seconds, then I checked to ensure that they had all gone in correctly, went into a route editor, ticked the DTM UP SD45 box and they were all there. I've then placed on my Soldier Summit route Rio Grande #5315 and #5329, and drove off into the night, job done. I have a feeling that the Gentleman thinks that he can input the 7z pack directly into his game using the Package Manager, which, nobody can, the files have to be extracted first, and the only .rwp file is for the scenario, not, the engines, you have to use the applicator to get all the locomotives into your game as there are literally dozens of files to input. !!*ok*!!
