Utilities.exe-.Net Framework Initializing Error

I have a problem that just started a short time ago.
When I try to open the TS Utilities program to download any files like RWP's from RWA downloads this is what happens.

I get this window that pops on and tells me this.

To run this application you first must install one of the following versions of the .Net Framework: V4.0.30319 ??
Contact your application publisher for instructions about obtaining the appropriate version of the .Net Framework.

This error message keeps me from downloading anything now.

Anyone know what the H%%%LL this means? !!**sorry**!!

I just want to play Trains !!jabber!!

I'm sorry I don't understand what you are trying to say. Why are you opening a utility to down load a file? First you download the file. Then you unzip it, then you run the utility. No?

I believe you need to install / update Net Framework.

I already downloaded the rwp files and I am trying to use the utility to install them!

There is a install folder in your Railworks folder. In it are several files to install; physX, c++ and netframework. The files in there are the versions that TS wants you to use. Try re-installing the netframework progam in there first.

I don't use the Utilities program to install RWA or RWP files anymore, I use 7Zip which is a lot quicker, no waiting around for Utilities to refresh etc. The first time you use 7zip you have to tell it where TS2015 is but after that you just select the directory from the drop down menu and click on extract and in a matter of seconds your RWP file has been extracted.
