Nvm I found the solution ignore this topic BUT.For those who are confused on installing horn mods here's what you have to do:

1.Download the horn you want.
2.Drag it to your desktop or save it then put it on your desktop
3.Open the file using WinRar or 7-zip
4.Copy the horn and it's PROXYXML and paste it in the locomotive's cab folder.

Sometimes you run into an ap file.Do the same thing but you have to open the ap file with 7-zip.When copying and pasting in the locomotive in the ap file, you can't paste with right click or control v.Put your horn and it's PROXYXML on your desktop.Make a copy of them and put them on your desktop but DON'T REPLACE THEM.Take one set of the horn and the PROXYXML and drag them into the locomotive's cab folder. Then you can do whatever you want with the extra set of horn and PROXYXML on your desktop.

And there!Your horn should be installed on your locomotive.

This only works if the hornpack has a proxyml file provided for you, which many do not, for anyone who reads this and doesn't know how to edit the proxyml to fit the horn wav file names, i suggest this tutorial for you, https://www.youtube.com/watch?v=DjcDhzTlwQU
