Ohio Steel, Scenario 07, deadlock fix

I found that when leaving New Philadelphia yard, lining the switch to exit track 1 resulted in a perpetual red signal, even after waiting 15 minutes for the AI train to arrive. When the AI finally arrives, it too, gets stuck at a red. Following up the line to the next signals, there is a green for your track to cross over and head to Dover, but you can never get there "legally" because the dispatcher won't allow a "Pass signal at Danger".

I've made a few changes to the scenario to get it to work, including putting the train to track 2 for yard exit, starting the AI earlier to arrive and pass the signal at the crossover to get out of the way, a marker to keep you on the correct path to New Philadelphia and a drop off instruction at Dover which wasn't originally included.

I couldn't get the packager to work properly create and install the scenario, so I just zipped the scenario folder. Just drop it into the root directory and overwrite any existing files.
