I can not load any pacific surfliner scenarios since I downloaded the f59phi physics and hep mod by fan railer. it gives my missing consist error missing tracks.bin

Are you playing career scenarios? These are checksummed to preserve integrity. Tampering with rolling stock physics or editing a route's tracks.bin gives that error.
Try to change the career scenario to standard with RW_Tools and try to play it again.

Is there another way tp to use the edited physics in career because the braking is so slow

No, I don't think so.

In order for the career scenarios to be fair and competitive to each and every player, they must play out the same for everybody, everywhere, anytime.

So you'd better change them to standard in order to use different physics.
Mind you, the scenario preserves certain control parameters, so when your new physics alters these, the result might still not be what you expect.
In order to complete erase these preserved control parameters, you'd have to create a new scenario.

I know because I ran a thread here with the EQ pressure needle being stuck on the F59PHI because of that preservation. It only became unstuck if I uncoupled the locomotive, and got stuck again the moment I coupled back to the train.

You can go into the game menu and turn off scoring, but then you won't get any more points.
A person can also hit F2 then Save and the scenario will start. Again, no scoring.
