Stevens Pass Box Cars Not Loading..AP file problems?

I'm just wondering if anyone has had issues with the Stevens pass box cars not loading on other routes. I built the Majestic Falls route and have had a few comments about box cars not loading when trying to enter a scenario. The route requires that you have HSC, Marias & Stevens Pass installed, my scenarios also require BN Wagon Pack 01. My subscribers have these but some get this error & some do not. I have no problems at all. I noticed that another scenario creator has also been asked about this same issue of the box cars not loading.
This surely can't be a problem with the route can it?
I'm taking a wild guess here but I wonder if this could be something to do with AP files being 'packed' or 'unpacked'?
My freight cars are 'unpacked', I wanted to add Krellnuts sounds to them, so I have created scenarios with them 'unpacked'. If a subscriber has a 'packed' version then this maybe the reason for the problem but why?
Not had any reports of other stock not loading from Stevens Pass.

I was one with the error and my .ap files are unpacked. Just a little more info to try and help but not sure about why it happened. I deleted the scenario folder from the game after unsubscribing then re subscribing 2 times. The first time did not help but after the second time it worked fine. Weird.
