Rsbintool has stopped working

I had had Rsbintool and Paint.net working fine in the past but my computer got that virus and i had to reset to factory settings, And I got all my assets and stuff back but i decided i wanted to try to repaint again so i downloaded Paint.net and RSbintool, but when i try to install both, they say RSbintool has stopped working, or Paint.Net front end setup has stopped working, then it just closes the installer, Ive tried deleting and redownloading, same outcome, Ive tried turning computer off and back on and still the same issue, And i did try "Run as Administrator" but same thing again...
Any ideas? !*don-know!*

I tried to help him, but didn't get anywhere. This is pretty confusing. Any help anyone? !*don-know!* !*don-know!*

My only thought is, is it compatible with Windows 8?

Maybe the current edition of RWbintool isn't compatible with the current Paint.net?

Also: Did you install the main program first, ie Paint.net and then the tools? Sometimes it's the order in which the programs are installed.

Papa, it says i cannot install because i either already have this or a higher version of it. So i tried to install Rsbintool and Paint.net but thery're a re still not working !*don-know!*

Uninstall the .Net framework 4.0, then install again using Windows Update.

when going to unistall, i cant locate Microsoft.Net, i found it in my programs (x86) but i cant find in cCleaner

No no don't uninstall it manually, go through the Windows control panel.
Either Add/Remove programs (Windows XP) or Programs and Features (Windows 7).

So whats it named in because i cant locate a Microsoft.NET,

The only prgrams i see that are microsoft are these
Microsoft Visual C++ 2005 Redistributable
Microsoft Visual C++ 2008 Redistributable -x64 9.0.3..
Microsoft Visual C++ 2008 Redistributable -x64 9.0.3..
Microsoft Visual C++ 2008 Redistributable -x86 9.0.3..
Microsoft Visual C++ 2008 Redistributable -x86 9.0.3..
Microsoft Visual C++ 2010 x64 Redistributable -10.0...
Microsoft Visual C++ 2010 x846 Redistributable -10.0...

and of course Microsoft Office,

Sorry I have not learned much about computers, never had a computer class in school, I am always busy with homework, so my knowledge lacks when it comes to Computers. !!**sorry**!!
Im suprised I even learned how to Install repaints and sounds, and other modifications do to me only having Rail works for a year at the most !**duh*!!

In my Programs and Features (Win 7 64 bit, sorry) it's the first Microsoft listing (goes like this):

Microsoft .NET Framework 4.5.1
Microsoft Games for Windows: LIVE
Microsoft Games for Windows Marketplace
Microsoft Security Essentials
Microsoft Silverlight

Then all those Microsoft Visual C++ things. If the .NET framework isn't installed, then that would seem to be the issue. Also, in my CCleaner Uninstall section, all this Microsoft stuff is listed. Try the Registry tool, let it run and then tell it to fix all, then see if Windows Update will reinstall the .NET.

Ok I ran the Ran the registry tool, and it showed a ton of Microsoft.Net Framework files , and i clicked fix selected issues, but u said see if Windows Update will install Microsoft.Net, i am updated to Windows8.1 so what do i update, and when i shut down computer there isn't one of those Automatic updates like normal !*don-know!*

It still says i already have the current version or higher, there must still be pieces of it hanging around !*don-know!*
