OK, I went ahead and downloaded the route. Did you get both files? Main file then a fix.
Now, as I said earlier, you need to get these dependencies for this thing to work right. From the readme in the main package:

First two in the freeware list don't exist anymore. You may find SMM's signals in the file library here. Or them might be in the RCAP package, also in the file library here. Not sure where you're gonna get the Alleghany stuff. But it's kinda vague as to what particular assets Kinnie got from whom.
The 3D Trains Scale Rail is why you don't have tracks. You need to buy that, plus the 3D Trains rural landscape pack, and either one of those All Aboard routes for those assets. Plus the RSDL foliage pack. That one I'm not sure about, it could be in the US Assets pack in the Steam Store, or it may be in one of the US routes. I never bought it separate, but it's in my Railworks Assets list.
Seems like a lot, and it is. Some creators will bundle all the free assets in one pack, but you cannot distribute payware like that, so it's up to the person wanting the route to find and purchase it themselves.
Now you get a glimpse of why Railworks/ Dovetail get $39.95 for a route. The time needed to create the route, then to include all the different assets you need to just install and play.
