Every time I figure out how to load these repaints a new challenge comes along.

The problem with the tender could be one of two things - you might have copied from the wrong tender folder (make sure it's from "ATN on Tender" and not "Default" or any of the others), or you might not have copied all the necessary files, including ConsolidationTenderNoSideNumbers.IGS.
If you're still stuck, you could send me a pm with a screenshot or listing of what you have in the NH folders, and I'll see if I can spot what's missing.
To get the headlights on, assuming you're using a non-HUD version, you have to first power-up the generator (CTRL-Shift-G) or turn the associated steam throttle co*k in the cab - you'll hear the whine as it spins up - and then use either the switches above the engineer's head, to the right, or use Y and Shift-Y to go between dim, off and bright positions. H and shift H work the tender's headlight, independently of the locomotive headlght on the smokebox.
If you use the HUD version, which is "dumbed down" for use with the F4 HUD, the generator is already on, while H works the forward and rear headlights in the usual (RSC) way, but you can't select the dim positions.

EDIT: There's a little problem with the whistle (a bug that affects several complex locos, not just the Connie), which is that if you use the editor to put the loco into a scenario and then immediately play the scenario, without first going back to the main menu or exiting the game, the whistle stays silent (you can tell the whistle is blowing by the steam coming out of it, but there's no sound). Exiting the game seems to fix it, and sometimes just saving and resuming will fix it.
