While I am not one of the chronic gripers about Steam, events like this certainly do make me think that RW needs to crack the whip a bit more often.

Do you know how if you navigate to DLC you already own, you see a green bar across the DLC page that says something to the effect of "You already own this." ? Now the RS11 and Consolidation do not display this bar for me - but they do still show up in my purchased DLC list. Looks like steam is getting quite confused now.
