Having been through 2 ... count 'em, 2 uninstalls and reinstalls, let me offer these observations.
The idea of renaming you old TS2013 installation and letting Steam reinstall all the standard files is a good one, since it gives you a working base to start from.
However, if you have subscribed to any Steam Workshop scenarios, I suggest that you first go to that section of Steam and unsubscribe from all of them. This is easy enough to do, since it's possible to select your subscriptions and then unsubscribe from them one at a time. If there are some you particularly liked or haven't had time to run, just make a note of their names before unsubscribing.
By the way, running the delete local files option in Steam does not remove all TS2013 folders and files--those left behind have to be removed manually, but the renaming trick will cover them as well. Another recommendation based on my experience is to delete the entire Steam client, so that you start with an entire new installation. This adds to reinstall time, of course, but I think it's worthwhile in the end.
If you're not sure which scenario folders are safe, use RW_Tools to check for and remove invalid scenarios. This function is available at the "Edit Scenarios" tab: select a route and click on "Show Invalid Scenarios"; if any appear in the list box that opens, select them and click on "Delete Selected Folders". (Thanks to Otto for this information.)
Edit: I forgot to mention that you can also use RW_Tools to check for corrupt scenarios before going through uninstall and reinstall or check your old scenarios before pasting them into your new installation by simply pointing RW_Tools at your old, renamed installation. This strikes me as much easier than moving former scenarios back in one at a time and taking the risk that a rotten apple winds up in the fresh basket.
It seems to me that TS2013 now runs better and faster on my computer than it did before, so maybe a good winter house cleaning isn't a bad idea. You'll certainly have time to clean your real house while waiting for the reinstall to complete!
