OK i am able to find Microsoft.Net manually searching my drive, but there is nothing to uninstall in CCleaner or User Control Panel/Remove A program or feature. So that explains why i cant install it.

Delete that .net folder (if Windows will let you) then you can reinstall the .net framework 4 from the link Buzz posted.

Ok i do not have permission to delete Microsoft.Net, and i ran the .Net cleanup tool but that did not get rid of it !*don-know!* I tried running Rsbintool again but still it says "has stopped working"

Does it give you that message as soon as you try to open the program or when you try to convert something?

I forgot to say but when it was done it said it could not fix some corrupt files.
