Chacal is right. You'll need to hit the tutorials out there which talk about masking (there are tons of them). I also recommend looking at how to make your own brushes, and how to use the clone tool.

I'm not going to freak out over this. I think I'm on the right track. I edited the texture file, and loaded it into RW. It seems I did something wrong, and I am curios to know what. There is no change in the body of the locomotive, but yet there is a missing texture error in the cab of the engine. How did this happen? I only edited one texture file.

A few people have been asking me questions about repainting. In my response one of the things I mentioned that they should learn to use brushes and that there are numerous tutorials out there to do this. I was looking around and found this brush:
