In the RailWorks Manuals there are instructions for the Class 86 which points out all the controls you can interact with as well as describing the Tap controller.
The key to controlling this loco is learning how to tap and things that can affect tap action. Low Frame rates probably inpact it the most. Another item that can improve the action is disabling the F4 Heads Up Display (press F4). Yes, it can be a tough loco to control but once you get the hang of it, it is fast and powerful - listen for the wind noise once you get above 80 or 90 MPH...
