changing horn types on locomotives

I download the railworks horn pack by eyein12 that may be found at railworks america misc section,but i did not understand how to change the horn with one of the new ones.can anybody help by telling me what to do i have tried to do it several times on my own but never worked.

You have to use the WR tools. I have those tools I might be able to help you out. Its tells you where you need to add the xml which you do have but It has to be done manually.
